Trust me, they do their shows for free or pay for the airtime. Maybe not all of them, but some do. I'm not naming names. The ones that don't pay for airtime are doing it for fun. They like to talk on the radio and have fun.

Happenings Q&A for example is basically a big paid infomercial for the Happenings Magazine, a local publication which is completely ad supported. It has TV listings, and entertainment features. They were the first to report that the station was dropping it's music format in 2007. They had/have a radio section in the publication.

A lot of the shows are done this way. It's easy money and it makes the station look good.

I've been doing a radio show on a non profit digital station for 2 years. I don't get paid a dime. Its not for commercial radio, but if it was I probably still would do it because I love radio.

I care more about radio than money. I know that may be hard to believe, but it's true. I'm simply pointing out that the station itself isn't exactly doing anything special other than selling airtime and having friends do shows for fun.
