Yes, the initial construction permits were for a WIBA-FM translator, but back in August 2014, CC requested to change the listed input station was WTSO:

There are no subsequent requests on record with the FCC.

Anyway, technicalities / legalities aside, that's a pretty clever use of the translator / HD2 -- 100.9 will be a good place to clear those sports conflicts.

I am a little surprised iHeart doesn't do more to promote that -- checked 1070's twitter feed and there was nothing to let listeners know where to look for that days' live sports.
